Build up open source eco-system in Taiwan

GOVERNMENT

Push government to make policy for free software.
- 立法建立國家型計畫 (push legistation to have a national policy on free software)
- 要求各地方政府採用自由軟體 (push all local governments to use free software)
Engage with 勞委會/社大 to have 自由軟體服務(工程師)人才 for 各縣市
- 輔導各地方優秀人才轉行投入各地方政府自由軟體服務 ("勞務採購") 需求
以宜蘭縣政府採用 ODF 格式成果，向更多縣市政府遊說採用 ODF 格式
- Andrew 有管道可幫何理事引見台東縣長
- 遊說教育部內部單位全面導入ODF

宜蘭政府今年在縣長帶頭支持下，己在府內各單位(約1800個員工)導入odf及upp。這項方案令我們非常振奮，不過有許多縣市仍在觀望，他們都在等部裡有什麼動作，等新的規定或辦法，才會有下一步的動作，所以，個人覺得教育部應帶頭來使用自由軟體。

要求政府開放全字庫字型 (open up national fonts whose creation was payed by local taxpayers)
協助解決校園內"文書、人事、會計"等大型系統的跨平台的問題。 (no financial/tax software available for Linux which follow local laws)
- 這個問題一真是校園行政要導入自由軟體的重大跘腳石。若無法換系統，可否請相關技術人員比照 picasa的模式(包在wine進行調校) ，這樣應該也可以解決系統跨平台的問題。
  - don't use wine! port natively to Linux and open the source code!

與勞委會/社大合作培育自由軟體工程人才
- 與勞委會合作輔導地方人才投入學校資訊服務需求
- 與勞委會重新檢討現有軟體相關證照制度，應以自由軟體為預設安裝，若考生要使用商業軟體可帶軟體自行安裝。
加強 OSSACC project 與國際接軌
- Co-work with free software education people from other countries via Skolelinux project
- Support 開發者投入 Skolelinux project
- 翻譯網站、教材、軟體...etc (translate website, teaching material, software, ...)
  - 自由軟體中文化速度一直跟不上軟體的開發速度，且翻譯的用語不一，品質也良莠不齊。 (translation quality is not sufficient)
  - 協助解決開放教材不足的問題。 (lack of teaching material)
  - 許多老師有編寫出不錯的數位教材，不過礙於教材中有許多引用的圖片、文字、表格無法得到原作者的授權，所以無法公開教材予其他人使用。(Skolelinux 內有許多其他國家老師製作的教材。) (license issue for already digitized teaching material)
協助解決中文字型不足的問題。 (lack of chinese fonts)
- 解決注音字型及美工字型 (lack of bopomofo and artwork fonts)
  - 協助王漢宗教授解決"王漢宗字型"的授權官司(Andrew 會詢問公司法務)。 (help Prof. Wang to solve legal problems)
  - Fund a project or support exist font projects for 開發新字型，並以自由軟體方式授權。
  - 透過 Unicode 從根本解決注音字型在程式中的呈現方式(連 Windows 都尚未實做) (use Unicode to implement bopomofo rendering)

解決字型跨平台顯示與使用的問題 (Eric)

說明：

以中文字型為例，目前國人常用的中文字型為Windows下的標楷體與新細明體(此二種字型現為微軟版權)，而在Linux的平台裡預設並無此字型，因此同一文件在二個不同的平台下即使同樣使用OpenOffice編輯，亦會產生顯示上的落差。

此外，標楷體與新細明體幾乎已成為國人文件的標準字型，嚴重性不亞於doc之於文件，推動開放文件格式時，是否也應該同時考慮字型標準。

意見：

從系統字型對應解決：是否可以與相關技術團隊聯繫，並定義相關字型顯示的對應問題。
從行政推動使用解決：建立國家文件的標準使用字型，並進而促進軟硬體廠商配合預先載入此字型。

解決漢英/英漢字典資料 (make free dictionary data)
- Maybe Sinica/教育部 has these database could relicensed as free software license?
- Funding a project to have human resources to key-in from dictionaries. And then have community to improve/maintain them.
促成大學生自由軟體社會服務與實習機會 (Eric)
- 說明：

目前有一些大學以學生打掃校園作為社會服務學分的認定，建議若能讓學生參與自由軟體貢獻作為學分認定，將有助於自由軟體發展及吸引更多新生代學生參與自由軟體社群貢獻。

此外，若能進一步發展成為實習學分，將能有更具體的人力實際參與自由軟體的社群發展。

意見：自由軟體社會服務與實習機會至少可包含如下內容：

中文化參與
教學文件撰寫與翻譯
程式優化與使用者易用化
自由軟體社群活動參與

Make ICOS really "International" or rename it.
- 吸取世界各地成功經驗 invite main characters of successful free software movements to share their experience and introduce their projects, could included from GOV/EDU/Vendor areas, eg:
  - Skolelinux
  - LiMux (Linux migration project of the city of Munich, Germany)
  - HP/Nokia
  - ...etc
Send good developers to 參與國際自由軟體相關會議
Support local/international free software projects and events
- NetBook Developers gathering and Users conference
  - 跟 ICOS 2009 整合？
  - No, slat should just involve and support community on such event.
- OpenTechSummit
- COSCUP
- OSDC
- ...and so on.
Support localization into every actively spoken local language in Taiwan:
- organize presentation events for local NGOs, MOE, language researchers to get them involved into the open source community in order to collect and digitize language data (wordlists, grammar data, pronunciation data) and train them how to contribute translations into their native languages
Upgrade machine (flat2.slat.org).

VENDOR

Encourage chip manufacturers to publish documentation about their hardware, so that the community can develop kernel drivers
Teach hardware manufacturers why it is important to get their drivers directly into the mainline kernel, how to avoid GPL violations and how to interact with the community
協助解決硬體設備跨平台支援的問題。 (solve hardware driver problem)
- 要營造多元的數位學習環境，硬體的支援度是很大的障礙。目前市面上的電腦週邊設備(電子白板、實物投影機、印表機、攝影機.......等)仍有許多產品只支援Windows，對於Mac、Linux不是那麼的友善。
公部門電腦報廢後有可能捐贈至弱勢團體。考量善用舊電腦第二生命的問題, 不論各機關本身是否計畫使用 Linux, 未來在所有採購案當中, 都應要求確認每部電腦皆可自隨身碟開機, 並借此測試所採購之電腦週邊均支援 Linux。
